Not Drupal. If it were, you would get a valid page for http://dirty.ru/?q=admin (or ACCESS DENIED) or http://dirty.ru/?q=user or http://dirty.ru/CHANGELOG.txt

Not Drupal. Otherwise http://dirty.ru/?q=user would give a valid page. Also http://dirty.ru/?q=CHANGELOG.txt (unless they deleted CHANGELOG.txt from their webroot) would work and http://dirty.ru/?q=admin would give "Access Denied".
