I have added a Note on "admin/logs/updates/settings" and this one doesn't get displayed in the table on "admin/logs/updates" if the module is up-to-date.

Is this an expected behavior?

From the description of the per-project settings table:

You can also specify a note explaining why you are ignoring a specific project or version, and that will be displayed on the available updates report.

By design, the note is only displayed if you're ignoring a release. If you're up to date, there's nothing to ignore, so there's no note displayed.

Of course, I can see why this might be confusing. I'll see what merlin thinks about changing the behavior of the note to always display if it's defined, but I doubt he's going to go for it. I could argue both sides. In either case, this would break the strings (since the description would have to change, too), so this isn't going to happen until after 5.x-2.0.
