We have a website focused on Entrepreneurs and Advisors.
We would like to:
1) Add 'Friend of Friend' functionality and
2) Add functionality and user dashboard as per 'http://www.vator.tv'
3) Improve the current theme especially around the user profile so its more interesting and impactful.
In regards to (2) above, this should hopefully not be too challenging given the modules currently available. The user interface is probably the main element no?

A: "No."
Unless of course we're talking about the amount of money an unskilled worker would earn for 3 weeks washing dishes in one of the 22 states that do not have a minimum wage that exceeds the federal minimum. In most of the other 28 states, it would only cover a bit over two weeks of unskilled labor.

I think those looking to purchases would be helped out if they were made aware that (1) hourly rates vary, so the budget conscious are sure to find something to suit and (2) estimates for the # of hours required can not be realistic until requirements are spelled out in detail (which in itself takes time).
Designs and detailed specs are important
Totally agree.
Designs for main page, innerpages, functionality defined in detail with related design elements can help one get a good effort estimate.
Price is derivative of effort estimate. 1) Companies not having Drupal expertise or 2) individuals or companies who do not have Drupal know how may charge a lower rate to get some ref customer.
When one goes with experts, it helps as you can get your product out in time and within the estimates they quote on. If Scope change, so does effort and so does price.
I am assuming that decent sized companies have startup and shutdown costs and may not get in <$1000 opportunities.

estimating
A quality moderately complex Drupal site--from conception to launch--generally takes at least 120 hours to complete. This typically entails utilizing a combination of custom programming and contributed modules plus custom graphic design/theming.
I personally never respond to paltry bounty requests and would rather help someone with a small problem for free.
FWIW, the companies listed on the aforementioned page are there because they "have contributed to Drupal."
