Though the terms are hidden the vocabulary name is still visible to the user.

Situation:
A sitemap on category would make the vocabulary name visible but with no terms. User will be confused otherwise.

Especially when naming vocabulary like personal, it would be better that the name is not visible globally.

This is to do with whatever is giving you a listing of vocabularies/terms detecting empty vocabularies and not showing them. It's a theme or other module problem, we can't make vocabularies disappear internally because they still exist empty or not and Drupal needs to know.
