Right now we have a set of checkboxes on the main Recurly configuration for "Enabled plans". These checkboxes should be moved to the "Subscriptions" tab (which probably should be named "Plans") and the list of plans should also be made orderable, since Recurly unfortunately doesn't have any way to order plans itself (they're always alphabetical).

This patch should do it.

The tab is already called "Subscription plans", so we're all good there. Committed this patch to the 7.x version.
