In the readme it says:
Users may opt-out of mass mailings on their profile page, but this may be
overridden by the admin (or respected). The entire opt-out system may be
disabled on the settings page.
i cannot find where the entire opt-out system may be disabled. Am i missing it?

The settings page that is mentioned is the user's settings page. For user 51333, for example, it would be at user/51333/edit and have a checkbox with a "Opt-out of Mass E-mails" label.
This setting only appears if the "Allow users to opt-out" checkbox is enabled in the Mass Contact settings at admin/build/mass_contact/settings.
If none of these options are visible on your site, see if Mass Contact is enabled.

I cant see this in admin/build/mass_contact/settings page, there are only:
[]Send as BCC (hide recipients) by default
[]Allow sender to override BCC setting
[]Include category in subject line

oadaeh commentedIt seems I must have accidentally removed that option during my bug fixing/feature adding session last weekend, which might explain http://drupal.org/node/165758. I also noticed that the 'Max number of users before breaking up the e-mail' option is no longer there. I'll try to remedy those problems as soon as possible, but it may be a day or two.
