Implement preview message functionality

I did not see a way to send out a test message. For now, i have created an additional role and an additional category, with that role assigned to it. But it would be really nice to be able to select a check box marked 'send as test' to '' when creating a message to ensure that the message sends correctly. I supposed that would mean that the messazge should be saved so that it can then be edited and sent for real.
