It is valid to call addressfield_format_address_generate() without the $context parameter but if you do you get this error:

Notice: Undefined index: mode in addressfield_format_address_generate() (line 357 of /var/www/mirp/profiles/mirp/modules/contrib/addressfield/plugins/format/address.inc).
