On Homepage, next to the "Purchases between June 5 -12 will be discounted" there is an "Offer Details" button that doesn't appear to do anything.

Agree to disagree? How hard would it be to make a block relevant to an active discount and an active discount be able to point to a page with more information? So, if I have an active discount, I get the button the homepage and a link to a page of description -- seems to me to be a pretty awesome little feature for the small shop.

After talking with bojanz, I created this issue #1821798: Discounts should be able to activate one or more blocks

I like the button and it is of course quite easy to make it work when adding a a href ... in line 61 of commerce_kickstart_block.module.
Agreed that we are not supposed to hack code to make some obvious elements work.

Linking to related issues. Looks like proper thing to do is to add a default page this links to, as Discounts do not have a front-facing UI to explain their offers.
