Create RSVP Link / RSVP on Own Event Permission

If I have the permission set ONLY to 'rsvp on own envent', when I click on the RSVP tab of my own event, i get a message that says 'you don't have any RSVP's'. There are no links to allow me to create it.

If I then set the permission to include 'rsvp on events', when I click on the RSVP tab, I have the 'Create RSVP' option. But I also have this ability for events that i did not create.

I believe that the permission 'rsvp on own events' is not working properly.
