Support tag messages

Based on #1322648: Add a default VersioncontrolTag::getMessage(), that backends can override to provide tag annotations, the idea here would be to add a tag specific table to store the message, in the case the git tag object is a full tag(annotated or signed).

PS: I guess it can be backported.
