Cron call refactored. No longer needs Drupal username and pass.

Restructured so civicrm_cron no longer using normal CiviCRM URL or requires a Drupal username/pass… instead the code similar to what's in civicrm/bin/cron.php is used. This is MUCH more secure and should solve issues with running civicrm_cron in a multisite environment and Pantheon.
