See #501434: Move Link/URL field type into core

It would be great to learn from you which approach of attacking this you'd prefer.

E.g., fork it into a sandbox (possibly Platform) and move on in there, or work in the Link module repository (8.x-1.x branch) directly?

FWIW, I'm going to start with a fundamental code clean-up, which can be backported 1:1 (e.g., by cherry-picking the commit[s]).

Normally, this is strictly "prohibited" in module porting. ;) However, since the clean-up must happen at some point, and since it appears that some further changes + bugfixes might be backportable to D7 afterwards, I think this approach makes sense.
