Offer to co-maintain Rules Link

I would like to help more with Rules Link, especially if it will help you while you're concentrating on RestWS. I can commit the simple and well-reviewed patches, which could help ramp up contributions through the issue queue. I think there is a general consensus from Rules maintainers that this module is a very reasonable recommendation for standard Rules usage, so I intend to put effort into the docs to accent that, but I think working on building up the user base is an important step in that direction. So whatever else you can recommend for me to do in that direction, I would happily take on.
