If this is a bug, please feel free to bug-ize it. I've noticed that when I create a sub-menu, parent menu doesn't open on hover.

My bad, I had to expand it.

Yep, in the first versions the primary menu was automatic displayed expanded but there were issues with multilanguage sites. Therefore it's better to use a region where you can place a menu block in.
There are modules like menu_block that automatic expand all the menu items.
