After upgrading to devel-6.x-1.27, mousing over the Log out ... link no longer brings up a list of users that can be switched to.

According to http://drupal.org/node/1630148 and confirmed by adding a Switch user block, Devel now requires that a token be passed as part of the switch user function. The token appears to be specific to the target user. Would it be possible to add this functionality to the Administration Menu? I have not had a chance to try and figure out how the token is generated.

Also saw the same issue after upgrading devel from 1.27 to 1.28. But the feature itself seems completely broken, since the devel/switch/ link itself doesnt work anymore, even when destination & token values are passed in the url.

It works! There is a "Switch user" block. Configure it on blocks page!

It seems it is outdated because Drupal 6 is EOL (End-of-life) and will no longer be supported.

In case if you or anyone is still facing on Drupal 7/8, please to reopen it, change the title and version, and provide with more information and a screenshot which might help us to troubleshoot. :)
