Users who have formally registered for an Event should be given special privileges (permissions) over Anonymous and other non-attending users:

1. Ability to create a BoF session.
2. Ability to submit session evaluations.

Some may want to configure their site to allow Attendees to have special access to video recordings, slideshows, etc. from the conference - but not give that content away openly.

Adding an "Attendee" user role to COD would facilitate such functionality.

In general, the attendee role should be triggered by the registration subsystem, rather than the commerce one, so that it works for both use cases.

Marking as active since there's no patch to review here.

Where would it be prudent to include this role within the cod_support Features? Is this a patch for cod_base?
