Zone Placement of Core Drupal Items. Before or after debugging blocks.

Hi Sorry if this has been addressed, or if it just makes me sound neurotic.
Situation is when I have the debugging and grid turned on.
When I enable the menu module, and check on Main Menu in the theme settings TOGGLE DISPLAY, the Main menu appears before/above the debugging block, as does the site logo and site name. However when I add a menu block it appears after/below the debugging block. This makes it hard to troubleshoot when developing my themes. Is there a way to make a consistent location for the content, either after or before the debugging blocks?
