i created a custom user/edit panel page and all fields from the account are available EXCEPT for [status] and [roles]. I see tokens for these fields, but not form elements. Am I missing something or are these elements really not there? How am I supposed to update my user roles and/or status?

I cannot reproduce this. The only form element I have is the base form, which includes all fields. Please provide further instructions for how to reproduce.
