Rearrange filter criteria page and Creating filter groups

I'm trying to arrange filter criteria into groups so that I can assign different operators (AND, OR) to the different groups.
Is this possible? I also suspect that my "Rearrange filter criteria" page is broken, because I can't find an option to create additional filter groups -- and it looks kinda wonky. See attached image. Is this normal, or is this page broken?

I have also tried views 7.x-3.x-dev, and three different web browsers. That page looks the same on all of them.

When I click "Show row weights" it unhides a select box on each row with "Default group" as the only option.

Am I doing something wrong?
