The autoresponde sends e-mails to everyone right away

but when I put:

Only local images are allowed. in the e-mail it shows up in their e-mails as Only local images are allowed. not as a picture

Looks like your html is broken. You must put link to picture in the 'src' attribute.
Wrong:
<img="http://www.biblicalmission.com/newsletter/1.JPG>
Right:
<img src="http://www.biblicalmission.com/newsletter/1.JPG>
