Enable the Coupons module within the distribution.

This task is postponed for now. We'll work first on the Discounts features #1648628: Improve the Discounts module features.

This is a feature that could be skipped for RC if needed.
Still, there's some half-ready code for this, so we might be able to squeeze it in.
