I want ot show all terms in block regardless

I basically would like to NOT have the terms in the block disappear which do not apply to the current lists of nodes displayed. Would be better if they were just deactivated in some way.

The main object is that I suppose I want the behavior to be to display ALL ITEMS that have ANY ONE of the selected taxonomy terms.

For example, I would like to emulate the behavior of the filter at this site:
http://www.sneakingduck.com/gallery (not a Drupal site, FYI)
