I confirm it works with the dev version of Views but most people may feel less than happy to install a dev version of such an important module.
Marking this as a major bug.

lunk rat commentedViews 7.x-3.5 now shows the "Dashboard Elements" interface. So as long as you have this stable release of Views, you should see the section in your Views UI. Marking as fixed.

elBradford commentedI am on dev and Views 7.x-3.5 and the dashboard elements does NOT appear.

elBradford commentedTo clarify, Dashboard Elements do NOT appear on an existing view that I'm turning into a chart, but they DO appear on a new view.
