Create mini panel:
1. 1st Panel (default)
2. 2nd Panel (default)
3. Grouped (TAB)

In group have:
1. 1st panel
2. 2nd panel

When showing the Grouped Panel the tabs appear 2nd panel and then 1st panel.

Using DEV version from 16-AUG.

Try this:

1. Create a Mini Panel, choose the Tab Panel style.
2. Add both blocks you want to be displayed to the same column.

I think that gives what you want.

If you're absolutely positive that you did things correctly for what you want to achieve, then I have no explanation why the tabs switched order. The tab order is determined by the order of the panes in the panel, so your first screenshot proves that that should be okay. If you give me admin access to your website, I'll give it a look.
