I created a test page called "Long winded test title"
I inserted the word "test" in the URL path option box.
I formed a freelinking link in another page, using the syntax [[test]],
This link failed to find the "Long winded test title" Page and instead returned the default Search page.

I selected "Use plugin createnode" under the section Plugin Fallback Action in the freelinking modules configuration page
However, when the link fails it continues to return the default search page rather than either a page titled "Long winded test title" or "test"

I don't believe that there is a FL plugin which looks for pages by path, but there are a few which look by title. I would expect your test to have worked if you used [[Long winded test title]] rather than [[test]].

You could implement such a plugin I'm sure, but I don't think this is a supported behaviour yet.

If you want to do that, reopen this issue as a feature request against 7.x-3.x.

Possibly you see the search form when hitting the /test path because of Search 404 module?
