Color scheme of the Themes Configuration does not display when Administer/Site Configuration/"File System" is set to "Private"

Issue Summary

The title says it all. I have recently installed Drupal 5.2 on IIS 5.0, with MySQL. I have not tried for themes other than Garland.

I seem to be having this problem too with Drupal 5.2, 2007-07-26. The color scheme selector doesn't show up at all.

I have the same problem on my drupal 5.3 site.
Even if I set the file system to public the changed colors are saved in the color picker but didn't show up at the site.

I can't get the color options to show up even after I change the file system to public. this is drupal 5.7
