I have enabled the Community Media Project theme, but when I go to appearance the Layout Configuration does not display. Instead I get this notice
Notice: Undefined index: omega in system_theme_settings() (line 563 of /var/www/uptv_live/modules/system/system.admin.inc).
Notice: Trying to get property of non-object in system_theme_settings() (line 563 of /var/www/uptv_live/modules/system/system.admin.inc).

Any ideas?

This is not an issue for cm_project, but cm_theme. I believe the issue is you don't have the Omega theme available. cm_theme is an Omega sub-theme. While you don't have to have Omega enabled, it must be in your themes directory.
