This patches solves a minor permission bug: the captcha module defined the 'administer captcha' permission but only used the 'administer site configuration' permission.
In this patch I also worked on the documentation: documentation is now split in a general part under "admin/help#captcha" and more practical stuff (how to enable arbitrary forms, about permissions) under "admin/user/captcha".
