Remove strict dependency on Spaces

Instead of having the Purl provider activate a space which then triggers a device group we can invert that workflow. Have it activate the device group which can then active a space if required.

I've pushed changes to mobile_tools.module to accomplish this. We still need to re-add the Spaces integration and tune the device group activation process.
