Fallback behaviour

Great little mod. Only question I have is what about fallback behaviour? Considering the legality and problems around breaking it, what happens if a user doesn't have js enabled? It's sort of a rhetorical question as I turned js off and nothing pops up. There could do with being a fallback behavour.

Would I need to request this on the official site (http://www.civicuk.com/cookie-law/index)? or is this something that you would be interested in implementing it seperatly budda?
