It would be great if we could use rules to execute the sending of one-time login emails. Once complete we, we can use rules components to wrap the actions for VBO execution.

This works.

I don't love the rules_import() method of setting up the default component. It may be better in the end to set up the object from scratch, but I'm not familiar enough with the structure of rules php classes to do it right now.

Otherwise, we should be set.

I think it's safe to commit to dev for now. I'll continue to test it on my site and let you know if any new issues arise.
