During testing we tried to touch upon Shipping, but we immediately found a navigational issue. People did not expect Shipping methods to be the first page, because to them its the "types" while the shipping services is the thing you would most often touch in an administrative context.

I would agree with this, I think it makes sense for Shipping services to be the default landing page.
