Unable to load function db_query() in cache.inc

my site returns this error:
Fatal error: Call to undefined function db_query() in /home/admin/domains/dupalparsi.com/public_html/drupalparsi/includes/cache.inc on line 357
i use apc.
i have tried registry rebuild module but it didn`t help.
does anybody know the solution? please help, my site is down.

Here is the workarounds and possible solutions:

#1176856: Anonymous users get failure if page_cache_without_database = TRUE and page_cache_invoke_hooks = FALSE
