Administration: node settings displayed in both "settings and filters" and "content management" > "settings"

i think it should be only in latter.

It is the same code used in both places. Two ways to get to the same settings. It is handy to have all the config settings in one place (especially for initial configs), but in some cases its handy to be able to go directly to that modules admin part and find the settings there.
