Editor status preference for a user has no effect

CKEditor is enabled in the Full and Advanced profiles under Content Authoring|CKEditor|Profiles. However, setting the Default State of the Rich Text Editor at the user level (at user/[uid]/edit) to Disabled has no effect. When that user logs in and creates a basic page, the Rich Text editor is still enabled. I have cleared caches, rebuilt permissions, logged out and back in but to no avail.

Apologies if this is a duplicate or a Layer 8 error, but I have searched and I have tried everything I could think of.
