Don't try add TinyMCE to FAPI elements with #access == FALSE

If you have some inaccessible elements, TinyMCE will add JS for each of these and will end up doubling/tripling/whatever controls on one edit-body if you had another form on the same page with an edit-body even if that was set to #access = FALSE.

This just masks what form.inc does for a bunch of stuff. Sorry for the SVN patch, should apply tho.
