Default site-fetch.xml base and user properties files not loaded or wrong files loaded if no properties files specified

The site-fetch.xml build script will not demonstrate the default behaviour and load either the site-fetch-base.properties or the site-fetch.properties files if no properties files are specified at runtime. Instead it will incorrectly attempt to load the site-configure-base.properties and site-configure.properties files (copypasta strikes again.)
