right after the basic setup steps, on a fresh drupal test site, i enabled only the cck and cck_taxonomy modules: saving configurations enabled the dependencies

when trying to edit the story content type by adding a new field, i get this message

No field modules are enabled. You need to enable one, such as text.module, before you can add new fields.

when i enable any other field, then the field type form displays "CCK taxonomy" field name but does not offer any widget selection

Thanks for reporting. I'll have to find out what changed in CCK 1.6.x
