I definitely have permissions set to allow users to use Full HTML, but no one can see the CKEditor buttons except the Admin account. I haven't made any changes to the site and I've flushed cache twice.
Any ideas on what to try next?

twodDo you see any JavaScript errors in the browser's console when viewing the pages as a non-admin?
Do admins and other users use different themes? If so, dos the other theme print out the script tags near the end of the body tag?

jumoke commentedI am having this problem as well. I updated and installed some modules recently including updating Drupal core - TinyMCE has suddenly disappeared for all other users except Admin. I am certain that the right permissions are set as was before when it was visible. I have tried everything including reverting my changes (using git). No luck so far. Any ideas what else to try?

twod@Jumoke, Please answer my questions in #1. This is usually not a permissions problem as Wysiwyg does not require any extra permissions beyond what the Filter module already uses.
If a user can use a format, they should be able to use the editor. The most common cause for editors not showing up is a broken JavaScript, which may cause the browser to halt all script execution.
If you get script errors, please disable any enabled JavaScript optimization so you can get the correct file and line information along with the error text. Sometimes errors only show up when optimizations are enabled because of poorly written scripts.

No script errors. However, upon further inspection, I realize a recent update to Better Formats must have put some additional options on the Body field/Text Area settings (please see attached). I am seeing those options for the first time. Turning off the Better Formats module takes it away. Without those 2 options checked and set - your Text Editor will disappear for all users except User1. I wonder what the reason is behind these extra set of sneaky options that has cost me a painful 8-hour day to figure out why my WYSIWYG ran away from my users. Looks to me like a bad idea, whatever those options intend to do. I'll report on the Better Format's issue queue.

bewhy commentedSorry to move this back to active but I am experiencing this problem.
We upgraded our site from D6 to D7. Now, when user-1 logs in they do see the ckeditor, but when any other user (regardless of role) logs in they do not see the editor, they see raw html and no selection for 'input format' below the input box.
As for your questions:
Also, i thought about permissions not registering correctly and I've rebuilt them and flushed cache afterwards.

twod@BeWhy, this is not a direct permissions issue since Wysiwyg doesn't use them for displaying the editors. But you might need to give users permissions to use other input formats with editors assigned to them, if you wan them to to have that choice. Currently, they appear to not have access to more than one format, which is why you don't see the text format selector. If the default format does have an editor assigned to it, you are seeing the problem discussed in #934976: Provide method to hide input format fields without disabling WYSIWYG.
I'm waiting for sun's input on which patch to commit, as there are two alternatives which both make it easier to make the editor appear when there's a single format available.
Reverting the issue status, please follow the other issue to know when a patch has been committed to the -dev snapshot.
