I have always thought of Admin Role as a "User management" module rather than a "Site configuration" module.
So I patched adminrole.module to move the menu item from Administer>Site configuration>adminrole to Administer>User management>Admin role.
I also included a description for the User management page...just a little spit and polish :-).

lafflam commentedMore spit and polish. Patched the adminrole.info file with a new description that might eliminate some of the confusion some people have about how the module works (e.g., assigning permissions every time the Modules page is submitted)
