First beta release. Supported features:

• Cache bins now respect cache minimum lifetime on an entry-by-entry basis, rather than bin-by-bin.
• The module handles cache table schema alterations to support the above item efficiently.
• Cron only clears cache bins once per configurable period (24 hours by default).
• The cache garbage collection frequency variable that controls the above item is exposed in the performance config section.
• Additional help and information is provided via hook_help() and by adding information on the performance config section.
