Under Administer-User Management-Points, there are no entries in the list that should appear on the 'manage' tab. I was able to add points to a user on the 'add' tab, but nothing appears on the 'manage' tab.

Should a list of all users with points appear on this tab?

The list of points appear only if you have points moderation on.
