Suggestions:

1. Move the Variables window below the Template window.
2. Allow the Template and Variables sections to have the full width.
3. Don't encapsulate the Variables window in a scrolling DIV. Instead, hide it behind a label that you click to expose them. (See the list of tokens under Automatic Nodetitles for an example of how this could work.)

I don't know when this was changed, but by 1.8 it had been done
