Sanity Check on Commons/Message_Notify Plans

We're planning to build on the awesome work in the 7.x-2.x branch of Message_notify in Commons 3.x.

It would be great to get some validation on the overall development plan for using Message & Message_notify at #1710688: Activity stream & Email notification system. Thanks!
