after uninstall avatar selection, the upload-field in the account settings is not gone...

Drupal core provides the "upload avatar" field on the user's "My Account" configuration page, not the Avatar Selection module. To disable this (without avatar selection installed) you will need to disable picture support on "Administer >> User Management >> User Settings" (admin/user/settings). It should be located towards the bottom of this page. This will disabled user avatars completely on your site.
