Provide Documentation on How to Use Panopoly as a Base Distribution

Panopoly is a really great starting point for Drupal products, but it can be a little tricky to get it integrated due to limitations in Drupal core and just general complexity. There is a current patch #1356276: Allow profiles to define a base/parent profile that gets us farther down the road and some existing documentation from Phase 2 (http://www.agileapproach.com/blog-entry/inheriting-your-drupal-profile-e...) but I think Panopoly needs its own page.
