Starting in 2007 in parts of Canada and the US, DST ends on the first Sunday in November instead of the last Sunday in October. The file event_timezones.inc does not reflect this change in law. So any events entered for that week between the old and new DST end dates will be an hour off.

Event for Drupal 8 is unrelated to older versions. If an issue similar to this one exists, please open a new issue with the 8.x branch.
