Name of the module is oauth_common, instead of just oauth.

I fixed that and also sorted alphabetically all contributed modules in commons.info file, for greater readability (core modules are sorted already). :)

Without fixing this Commons 3.x installation process is unable to finish.

OK, here is the final patch - commons profile installation process (if all other OS requirements are fulfilled) will go smoothly now.

I added http://drupal.org/project/entityreference 1.x-dev version to drupal-org.make file, sorted modules little bit more :) and also included ER in commons.info file.
