Can't change Navigation menu

When I got to the "Quick menus" page, I found that all the menus on my test site are specified except the "Navigation" menu. Is this a bug or is there a reason for it?

There are some complexities with the nav menu that make it a special case. I doubt I will do the extra work needed to make this happen.
